The NHC has finally issued the final advisory on Fay. The HPC will take over advisories until the storm is not a rain threat anymore.

Tropical Storm Julio forms in the East Pacific

Tropical Storm Julio has just formed in the eastern pacific just off of Mexico. It was intially designated as a tropical depression at the 2 PM PDT advisory, but it was upgraded to a tropical storm at 2:05.
